The University of the Western Cape , as a member of the South African National Library & Information Consortium (SANLiC) has entered into Publishing Transformation Agreements to combat the cost of publishing in and subscription to specified academic journals. The agreements attempts to combat the pay-to-publish and pay-to-read models and transform them into pay-to-publish and free-to-read or free-to-publish and pay-to-read models. The idea is to publish either for free or at a discount in journals the university subscribes to.
Transformation Agreements allow authors to publish in portfolio journals without paying any APCs (Article Processing Charges / Fees) in hybrid journals or receiving a discount for publishing in Gold Open Access journals.
Benefits of Transformation Agreements include:
- Publishing in Open Access increases readership and citation;
- Publishing charges are paid centrally;
- Transformation Agreements facilitate compliance with funder and institutional mandates;
- Most agreements include a discount on the APCs;
- Transformation Agreements are for a fixed term (1 to 3 years);
- Most agreements include Open Access publishing in Gold Open Access and Hybrid Journals

American Chemical Society (ACS) - 3 year agreement (2023 to 2025) covering 75 hybrid journals.
Association for Computing Machinery Digital Library (ACM) - 3 year agreement (2021 to 2024) covering all hybrid journals and conference proceedings without paying APCs.
Cambridge University Press (CUP) - 4 year agreements (2021 to 2024) covering all hybrid and Gold Open Access journals without paying APCs
Emerald eJournals- 3 year agreement (2022 to 2024) covering over 300 journals.
IOP Science Extra - 3 year agreement (2023 to 2025). Authors may publish their article as Open Access in all Gold Open Access and hybrid journals without paying APCs. A small number of society journals have pages fees.
Oxford University Press (OUP) - 3 year agreement (2023 to 2025). Authors may publish in hybrid journals without paying APCs and receive a 10% discount for publishing in Gold Open Access journals.
Royal Society - 3 year agreement (2022 to 2024). Authors may publish in all of the listed journals without paying APCs.
Sage Premier database - 3 year agreement (2022 to 2024). Authors will pay no APCs to publish in hybrid journals and receive a 20% discount for publications in listed Gold Open Access journals.
ScienceDirect (Elsevier) - 3 year agreement (2023 to 2025). Authors may publish in journals listed under the ScienceDirect Freedom Collection without paying APCs and will receive a discount for publications in the Gold Open Access journals.
Springer - 3 year agreement (2023 to 2025). Authors can publish in all hybrid journals without paying PACs. Nature journals are excluded.
Wiley Online Library database - 4 year agreement (2022 to 2025). Authors can publishing in hybrid journals without paying APCs and from 2023 to 2025 can also publish Wiley Gold Open Access and Hindawi journals.
